The Seven Fundamental Principles

These principles guide everything the Palau Red Cross Society does — from emergency relief and blood services to community health and volunteer programs. Each principle below includes a short, Palau-focused example of how we put it into action.

Humanity

We protect life and ease suffering across Palau — offering emergency response, health outreach, and preparedness training that puts people first.

Example: After a typhoon, PRCS teams help families with shelter materials and immediate care to protect lives and health.

Impartiality

We assist based only on need, without discrimination — prioritizing the most urgent cases regardless of background.

Example: Blood donations are allocated to patients by medical need, not by social status or connections.

Neutrality

We do not take sides in political or social disputes, so PRCS can keep the trust of every community and work where help is needed.

Example: PRCS maintains channels with all local leaders to deliver aid fairly during community tensions.

Independence

PRCS works with government and partners but keeps autonomous decision-making so humanitarian needs guide our actions.

Example: PRCS conducts its own needs assessments before accepting external program conditions that might limit impartial aid.

Voluntary Service

Our volunteers serve by choice, motivated by compassion — not by profit. They are rooted in communities across Palau.

Example: Student volunteers support warehouse organization and community outreach without expectation of payment.

Unity

There is one national Red Cross in Palau, open to everyone and serving across our territory.

Example: PRCS recruits volunteers from diverse communities and delivers programs nationwide, from Koror to the outer islands.

Universality

PRCS is part of the global Red Cross family; we share responsibility and solidarity with National Societies worldwide.

Example: During larger disasters, PRCS coordinates with IFRC and nearby National Societies for extra support and expertise.
